This is the reason for the lack of unified management systems. We can however categorize businesses, and thus performance management systems too, into a few orientations. We can speak of profit oriented, cost oriented, investment oriented, and other orientation systems.

All these require a different performance management system, since light through which we view the company is very different. A cost oriented performance management system's goals are to analyze cost structure through consecutive years and minimize them. The objective of an investment oriented system is quite different, since initial costs are very high there, the system has to have a more long-term view.

The actual performance management system is built up of two fundamental parts with regards to business structure. The first part is the process of gathering data. In most cases this process is already in place in a company, since adequate data can be peeled out from the balance sheet, cash flow analysis, and so on.

The second fundamental part is the controlling department of the company which takes this data and analyzes it with the methods that are best suited for the company.

On the IT side of things, performance management systems, from the software side, have to be implemented by the controlling department, coupled with IT. Many of these functions are built in to the reporting and accounting software that the firm uses, since it already assembles the balance sheet, it is very easy to extract information with it.

The methods that the company uses to manage its performance can also be coded and added to the software to make the data analysis automatic. The analysts job is then to make recommendations based on the data to the leadership.

Generally, all that is required is the IP address or domain name of Stratum 1 or Stratum 2 NTP servers.

LINUX and UNIX operating systems can download the full NTP implementation from the NTP web site 'ntp.org'. NTP is freely available open source software available under the GNU public licence.

Microsoft Windows XP/2000/2003 and Vista operating systems have an integrated SNTP client. SNTP stands for Simple Network Time Protocol. Simple Network Time Protocol provides a sub-set of the Network Time Protocols algorithms. SNTP provides a simplified NTP algorithm with many of the complex routines to acheive high precision removed. WWVB is the North-American time and frequency radio transmission, broadcast for Colorado in the States. DCF is the call-sign of the German radio time transmission, which is broadcast from Meinflingen near Frankfurt. The UK time transmitter is located at Anthorn, Cumbria, it's call sign is MSF. A number of other broadcasts are available in France, Canada, Switzerland and Japan. USB and serial radio receivers are available that can receive radio time broadcasts and provide computers with accurate timing information. The PC system time can then be synchronised to the received time and frequency radio source.

The problem with national radio time broadcasts is that they inherantly have a finite transmission range. Their transmissions are generally regional and limited to national boundaries. The Global Positioning System (GPS) provides a solution to this. The GPS system operates from a number of orbiting satellites. Each satellite has an on-board highly accurate synchronised atomic clock. GPS can provide highly precise timing information anywhere on the face of the planet. All that is required to receive the GPS transmissions is a low-cost GPS receiver and antenna. The GPS antenna needs to be shown a good clear view of the sky for correct operation. By connecting a PC to a serial or USB GPS receiver, accurate timing information is continuously available.

Let us have a festive day during which a parade through the streets of the city would permit public tribute to American Industry.

Matthew Maguire, a machinist and later the secretary of Local 344 of the International Association of Machinists in Paterson, NJ, proposed the holiday later in that same year. The Central Labor Union adopted his proposal and the first Labor Day was celebrated on September 5, 1883.

By the late 1880s other labor organizations began lobbying their state governments for recognition of Labor Day as an official state holiday. The first state to declare the holiday a state holiday by law was Oregon on February 21, 1887. That same year Colorado, New York, Massachusetts and New Jersey also enacted such laws. Other states continued to recognize the holiday in their legislatures.

A pivotal event in 1894 would help Labor Day become a nationally recognized holiday. The Pullman Company, manufacturer of sleeping cars for passenger trains, was feeling the strain of a failing economy. It had laid-off many of its employees while cutting the wages of those still employed by the company. In retaliation for what they viewed as unfair treatment, the workers walked out and production came to a standstill. In sympathy to their cause, The American Railway Union, led by Eugene V. Debs refused to haul railroad cars made by the company. All railroads stopped moving as a result. When the mail service was disrupted, it became a national issue and the president was called upon to intervene.

Grover Cleveland, a long time foe of organized labor, declared the strike a federal crime and ordered the striking laborers back to work. When the ARU refused, 12,000 federal troops were deployed to break the strike. Violence erupted, riots ensued and in the end, 2 men were killed and their leaders were jailed. The strike was over, but the American citizen's opinion of Cleveland would suffer. Protests began over his harsh methods of dealing with the struggling workers and their appeasement became a top political priority.

1894 was an election year. Hoping to win back public favor Cleveland signed the bill making Labor Day a nationally recognized holiday. He was not reelected.

Unions changed the fate of the American worker. At a time when workers were devalued and mistreated they provided a brotherhood to stand against big industry. In celebration of Labor Day we celebrate those that fought for a better life while working hard and pursuing their American dream. This Labor Day, honor them in your festivities. Thank them for their perseverance in pursuit of fair treatment and the benefits you now enjoy because of their sacrifices.

Firstly, if you have money problems, you must consider other options too, before using the equity in your home. Talk to your creditors or contact a budget counseling organization. A plan that would consolidate or reduce your payments might be enough to get you out-of-trouble. Also ask the opinion of someone other than the lender offering the home equity loan. someone you trust and who is reasonably knowledgeable.

If you decide a home equity loan is what you want, you should research the offers of several lenders, including banks or a credit union.

There are many lenders who make use of abusive lending practices and you must be aware of these practices if you want to minimize your risks. Here are some scenarios of such practices.

But, on the other hand, if you fail to repay, for one reason or another, you may lose your home. Bottom line is that a home equity loan is a good thing if managed and used carefully. The worst thing about buying a home with bad credit isn't that it is that difficult. It is the fees and interest rates you'll have to pay for your home mortgage loan. Use the following techniques to repair that credit and so lower the rates you'll pay. If you can't take the time to do that, see part two for some other options.

Buying A Home With Bad Credit - Part One

If you have the time to do it, you can fix that bad credit, at least a little. This will not only make it easier to find a lender, but also get you a lower rate. Pay 2% less on that mortgage loan interest rate and you'll save more than $70,000 in interest over the years (based on a 30-year $140,000 loan). Here are some ways to fix that bad credit report.

First, see what's on it. To get access for free online, try a search for "free credit report." If you are denied credit based on a report from a local credit reporting agency, you can request a free credit report from that agency within 30 days. How do you fix what you see on the report?

If there is anything to dispute in the report, write a letter to the agency. Explain exactly what is incorrect, and they must investigate. Send copies of canceled checks or any other documentation by certified mail.

The agency has to (by law) contact the source of the disputed information. If they don't receive confirmation of the debt within 14 days, they have to delete the item, and send you an updated report. You can also demand that they send a corrected report to all creditors who received your credit report in the previous six months. This won't be done automatically, so be sure to demand it.

If the item is under $500, or over a year old, creditors often won't bother to respond. Thus, "fixing" a credit report is possible even if it is correct to begin with. You also have the right to dispute the item again after 30 days.

Longer-term, there are other things you can do to fix your bad credit. Stop charging things on credit cards. Don't have more than five credit cards. Keep balances to less than half the limits on the cards, even if this means transferring debt from one card to another. Stop making your credit score worse, and time alone will help (many items will be removed after seven years).

Buying A Home With Bad Credit - Part Two

Buying a home with bad credit doesn't mean you have to accept the high interest rates and fees of sub-prime lenders. You can buy a house in other ways. Here are some of them.

- Seller financing. Some sellers are willing to provide the financing for you to buy their home. Whether in the form of a "contract for sale" or an owner-carried mortgage, you may be able to make payments to the seller instead of the bank - and with no lending fees and lower interest.

- Lease option. If down payment is an issue, look for sellers willing to lease their house to you with an option to buy. Be sure that a portion of the lease payment applies towards the down payment for the home, and that you have enough time to prepare for the purchase. If, for example, only $200 of the rent applies towards the down payment, after two years you'll have just a $4,800 credit. Will that be enough? Will two years be enough time to correct your credit and save any additional money you'll need?

- Get creative. There are many creative ways to buy a home. In one case I know of, the landlord was anxious to move, so the buyer offered him full price and a decent interest rate for him to carry the financing, but with very little down. They closed in the first days of the month, so the small down payment came from the rents that were credited to the buyer. He moved into one of the units the following month.

- Reconsider your "bad credit." Limited income or a new job isn't the same as a bad credit score. Most banks won't even look at the income from your new business, for example, making it seem impossible for new business owners to get a loan. However, these days, banks really look at your credit score. If it is decent, you can get "no doc loans," which require no documentation of income.

You don't even need a job for these loans. A decent credit score - and nothing else - can get you up to 95% financing at many places now. Of course, depending on the credit score, the interest rate can be anywhere from 1/2% to 4% higher than conventional loans. Consider paying even higher interest to get a loan without fees if you will be able to refinance at a lower rate in the next year (perhaps once your new business hits that 2-year mark that bankers like to see).

Fortunately, buying a home with bad credit or even with no provable income, has become easier than ever.

Tiger Woods Can't Match the Mental Toughness of a 14 year Old Girl

What is mental toughness? Is it being able to grind out a good score when things aren't going so well on the course? Or is it the mental ability to stay strong and committed in spite of distractions and on-course circumstances?

Of course it is both of these things and more. Yet mental toughness isn't something you simply acquire in the spur of the moment or when you "think you need it." No, it's more of an overall mindset. A perspective on the game that allows you to tap another level within your mental game.

Mental toughness is developed and built over time. Once you have a degree of mental toughness, access to it when it matters becomes easier and easier. Like any new skill it habituates over time. An increased inner resolve that generates consistent, confident swings.

Do you have the mental toughness of a 14-year-old-girl? I don't think even Tiger does.

Seriously. Is your golfing mindset solid and committed in the many scenarios that unfold in your game? Do you have as strong a mind as young MacKinzie Kline, the 14-year-old golfing phenom? She is incredibly mentally tough.

She was born with only three valves in her heart and her kidney was on the wrong side of her body. Having gone through several operations in her life, she built a toughness. She has decided to play with a mindset that says, "I determine how I feel and how I'll perform, not the other player or what might be happening around me." It's almost routine to watch some frustrated whiner on the course toss his club 20 yards down the fairway after a bad shot. Or complain about all the bad breaks they get, why the bunker wasn't raked properly, how the cup wasn't cut right, and on and on. Player after player, when faced with some adversity, fold like a cheap suit and succumb to the inertia of their own inner weakness.

And then there's this 14-year-old girl with only three valves in her heart with more character and heart than any of us could hope to have.

Mental toughness is a state of mind that keeps your attention on each task. Each shot. Each moment. MacKinzie Kline is committed to her mental game. She is committed to herself.

She accepts complete responsibility for her results and places no blame outside of herself for her circumstances. Amazing. Most everyone would agree she has a right to feel self pity. That doesn't happen with her for even a moment. Her diminutive stature disguises a towering mental game giant.

A Bitching Goodwill To All Men!

Well Darlings,

I think the newspaper headline of the week, perhaps of the month, has to go to the Independent for: "IT'S THE WAR, STUPID" in the bottom right-hand corner next to a full front page picture of a troubled-looking President Bush. Four simple words, and yet they told the whole story. Brilliant!

It's been a week of stupid people and stupid stories, I reckon. At a time when our prisons are bursting at the seams and convicts are having to be released into the community early to finish their time in hostels (if you watched the Panorama programme on this, then you're probably frightened to leave your home!) we hear that prisons all across the country are to spend money on having their fences painted dark green so they don't appear as prominent to the inmates, and they don't feel so "trapped"!

Er, isn't that one of the purposes of a prison - to keep offenders trapped behind bars and high walls so that the rest of us may feel safe? Shouldn't they know that is why they are there? What next, designer cells, balm toilet paper, and the latest fashion clothing for inmates? How about some annual leave - you know, a paid holiday? Perhaps they'd like that too!

Anyone not wishing to feel trapped shouldn't offend - it's as simple as that! You may ask who the hell came up with this stupid idea? Well, it's just one of the ideas to be found in the Prison Service's "Sustainable Development Report". A report that also calls for new windows to be fitted to cells, and for solar panels and wind turbines to be installed in order to make our jails "environmentally friendly". Environmentally friendly for who? Not for the planet, that's for sure!

Incidentally, have you noticed how many times that word "sustainable" is popping up these days? It seems to be the latest "in-word" used to relate a sense of importance to something, and I'm sure it must by now have overtaken our hoary old favourite: "initiative". With "initiative" being seen by people today largely as meaning: "prone to failure", I'm wondering what the public's perception might soon be of: "sustainable". Yes, I reckon "stupid" has to be in with a good chance.

The more we make prison life comfortable, the more prisoners we shall accrue and the more prisons we shall have to build to house them. Prison should be an experience that no felon would ever again wish to endure. Only then will we really start to get on top of crime. All this stupid modern talk about human rights and comfort is ridiculous. On conviction every criminal should lose all but the very basic of human rights. Too often the convict, who has already violated the human rights of another, is kept by the public purse in conditions more comfortable than those of their victim. The country has gone bonkers! Utterly! It's those do-gooders again! Personally I'd find it far more environmentally friendly for all prisoners to do hard labour and all our prisons to be fitted with watchtowers complete with searchlights and machine guns. I may not be politically correct - but I'm right for you, for me, and for the planet!

Another institution that never fails to amaze is our National Health Service. I have no more medical qualification than that gained through reading the instructions on an Elastoplast tin - yet not even I would take more than a split second to conclude that any doctor suggesting to a woman patient her mother was a witch, one who with her husband was trying to kill her, was a little unethical. Such are the allegations being made against Dr Joyce Pratt, a London physician, who has allegedly told her patient she was the victim of "black magic" but that with "special powers", along with a visit to a priest at Westminster Cathedral, she might be cured.

A three-day tribunal by the General Medical Council Fitness to Practise panel in Manchester is to decide whether or not this doctor's conduct was irresponsible, unprofessional, or in any way intimidating to her patient and liable to bring the profession into disrepute. Now, we are often reminded about all those years of expensive training, examinations, and hours of hands-on experience that are required in order to become a qualified practitioner, aren't we? So isn't it rather strange how someone like Dr Pratt could go through the system holding such beliefs, if indeed she does, and not be detected? Perhaps even stranger is why any tribunal should need three days to deliberate such a matter. I have to wonder how many Pratts are involved in this case?

I'm guessing there's quite a few Pratts associated with the NHS's new computer system. We've aired this one before, but nothing seems to get any better. A new survey of more than 300 NHS staff in London reveals many of those who are to use the system are angry they weren't consulted before its introduction. They lack confidence in its ability to deliver what they need from it, and doubt it will be of much help to them. Those taking part in the survey included scientists, psychologists and pharmacists - one of whom has come out and labelled the systems as "useless". Once they've finished paying all the bills, that's getting on for 30 billion of uselessness bought out of the public purse. A lot of people could have been treated with that kind of money - a lot who today are refused life-prolonging medications because the finances aren't there to provide for them.

Perhaps a few quid could have been skimmed off to help raise some of the appalling hygiene standards found by the "Which?" magazine in their inspections over the past three years of some 50 UK hospitals. The consumer group reports reveal cockroach and mice infestations in hospital kitchens, dirty cooking equipment, inadequate refrigeration of food, mouldy equipment, out-of-date food, and even a lack of something as basic and necessary as soap and water. All this has been found, incredibly, within our National Health Service. And they have the gall to tell us our NHS is getting better? Better for who - undertakers?

Stupid council of the week was a close run thing between one that I won't mention and Tower Hamlets in East London. The former told a disabled driver, who had parked his car legally in a nearby disabled bay, that they needed his disabled badge in order to renew his permit at the (I believe, for this council anyway, quite stupidly named) Customer First Centre. After a friend fetched the badge for him, at the same time conscientiously paying for a parking ticket and putting it on the car, it was renewed and he returned to his car - only to find a parking inspector had slapped a 30 fine on the car for not displaying the badge.

This worthy of Lemony Snicket series of unfortunate events continued when his appeal against the fine was refused by the council because: "we received very little information and we found no valid grounds for cancelling the ticket." Well, I guess they couldn't have looked very hard for those grounds, could they? Customer First Centre? Bah! First for what?

Following this story hitting the headlines in the press, the council have promised to look at the case again should the person (the victim) write in to them with all the details. It's a sensible decision, but why has it had to take the story appearing in the press before some simple common sense was employed by the council? This particular council desperately needs to win friends and to influence people at this time, but it seems to me their in-built attitude which leaves much to be desired will prevent them from doing so. We are reminded at this time of year that a dog is not just for Xmas, but neither should be goodwill to all men (humankind, to be PC).

The winner of the accolade Stupid Council of the Week - by a mile! - in the end has to go to Tower Hamlets for dumping Guy Fawkes and replacing him with a tiger on Bonfire Night. The council there say that the story of Guy Fawkes and the Gunpowder Plot is too old. Instead their officials spent 75,000 on a celebration centred around a Bengali folk tale called the Emperor and the Tiger. What? And these people are allowed to govern?

Of course there's nothing at all wrong with celebrating the Emperor and the Tiger, especially in an area with such a large Asian population, but it should not be done on this day in place of a great British tradition. Guy Fawkes and the Gunpowder Plot is a massive piece of British history. November 5th (1605) is up there with 1066 and one in the eye for King Harold at the Battle of Hastings, and with 1666 when the baker to King Charles II, Thomas Farynor - own up now, how many of you remembered his name? - the original pudding head of Pudding Lane, caused the Great Fire of London - you simply can't go and replace it with a tiger. It's sacrilege! And above all, it harms community relations.

More stupidity? White poppies. The red poppy is traditional; symbolic. It is to remind us of the fallen, those from many nations who had to sacrifice their lives for others. Its significance to Remembrance Day came as a result of the Canadian military doctor John McCrae's poem "In Flanders Fields". Poppies bloomed profusely across some of the worst battlefields of Flanders in World War I, their red colour a reminder of the terrible bloodshed of trench warfare. Now it is used to remember those fallen in all military conflicts. It is an icon used by the Royal British Legion which helps them to collect money for all the good work they do for ex-servicemen and their families. What it is not is anything political or jingoistic.

The white poppy dates back to 1926 and it is a very political statement. It symbolises the belief that there are better ways to resolve conflicts than through the killing of strangers. It's an admirable belief, one that many will go along with, but it has no part to play on Remembrance Day, a day when we are remembering those that WERE killed by strangers, and it should not be struggling for recognition on that day alongside the traditional red poppy. The red poppy still means so much to so many people, even today. Respect their beliefs. Respect them. Find another day - and preferably find another flower.

Yes, it's been a very stupid week. One that has brought to light some very stupid people.
